msm: mdss: Add support for FBC 2.0
Framebuffer commpression(FBC) 2.0 has new bit fields added to the
registers. Configure FBC registers correctly based on the dtsi
configuration. FBC 2.0 has increased the compression ratio to 1/3
and has configurable block size(in lines).
