printk: Add all cpu notifiers under CONSOLE_FLUSH_ON_HOTPLUG flag
Add all cpu notifiers in CONSOLE_FLUSH_ON_HOTPLUG config
flag to avoid hotplug latencies and by default config
CONSOLE_FLUSH_ON_HOTPLUG flag is disabled.
