scsi: ufs: return -ENOIOCTLCMD for unsupported IOCTLs
UFS compat_ioctl(ufshcd_ioctl) should return -ENOIOCTLCMD for unsupported
IOCTLs so that the IOCTLs can fall back to higher layer.
