Revert "mmc: sdhci-msm: enable clock scaling capability"
This reverts commit 9cc95fde7c2c ("mmc: sdhci-msm: enable
clock scaling capability").
Clock scaling is breaking XO shutdown, keep the clock scaling
disabled till that issue is addressed.
