usb: gadget: u_data_ipa: Fix condition check for IPA pipes updation
Only RmNet and DPL need to update their IPA pipes
during ipa_data_connect_work context. Add this check
before updation of the pipes.
Also fix usage of spinlock to avoid potential
device crash.
