qcacld-3.0: Move bus bandwidth setting back to mc timer from work
Move bus bandwidth setting from work to mc timer as bus bandwidth
work is not getting fair chance because fw log is keeping the
wmi_rx_work_queue busy which results in temporary throughput drop.
