fw-api: Restrict the maximum number of TDLS peers to 8
Currently the maximum number of TDLS peers supported is 32
in the firmware. But in ideal use cases, we are not using
more than 4 and the remaining 28 is un used.
Restrict the maximum supported TDLS peers to 8 to save
the memory.
