qpnp-fg-gen3: clear RESTART_GO bit always
When FG is restarted, RESTART_GO bit is set and it is cleared
only when the first estimate is done, signalled by SOC_READY
interrupt. If SOC_READY interrupt doesn't fire for some reason,
RESTART_GO bit will not get cleared. Fix this.
