msm: mdss: hdcp: read V' only for non-zero device count repeater
For repeaters having zero device count, the HDCP CTS expects the device under test to either read V' and perform full authentication or not read V' and re-authenticate. Current HDCP driver reads V' and also re-authenticates causing a failure of zero device count repeater test cases. Fix this issue by implementing the correct sequence in case of zero downstream devices.
