qcacld-3.0: Remove the per band chain mask support flag
Remove the per band chain mask support flag as the chain mask configuration by user is not supported. And set the HT and VHT IEs to FW unconditionally. Change-Id: Ic29ec1019a7d83c7080409096ec41e827c4009fb CRs-Fixed: 1068108
