qcacld-3.0: Fix -Wmissing-prototypes in parser_api.c
We want to enable the compiler's -Wmissing-prototypes switch, but
there is existing code in parser_api.c that is generating warnings.
To address these warnings:
1) remove unused/obsolete function swap_bit_field32.
2) make all local functions static.
