qcacld-3.0: De-couple num_vdev, num_peers from fw-api headers
CFG_TGT_NUM_VDEV and similar values as read from fw_api files are
not really exposed by firmware. So decouple their use by using
qcacmn's similar macro file target_if_def_config(hl).h so that these
remain in host control.
