fw-api: CL 9043991 - update fw common interface files
HTT stats: remove MCS 12/13 counters (causes excessive msg size) Note that this change is backwards-incompatible, but the incompatibility is insignificant. Change-Id: I36d68b9d761258bc8590af6d4f2b0eab9dc205ff CRs-Fixed: 2262693
