Qualcomm A53 Clock Controller Binding

The A53 Clock Controller provides higher frequency clocks
and allows CPU frequency scaling on msm8916 based platforms.

Required properties :
- compatible : shall contain:
			"qcom,a53cc"
- reg : shall contain base register location and length
	of the A53 PLL
- #clock-cells : shall contain 1
- qcom,apcs : phandle of apcs syscon node
