Replace struct svc_serv fields with globals. Stop using the svc_serv sv_lock. Add a spinlock to serialize access to the DRC limit management variables which change on session creation and deletion (usage counter) or (future) administrative action to adjust the total DRC memory limit. This struct contains an rq_addr field which holds the address that sent the call. If this is an IPv6 address, then we can use the sin6_scope_id field in this address to populate the sin6_scope_id field in the callback address.
