Today IPA-USB uses disconnect sequence when USB initiates
suspend without remote wake-up, and uses suspend sequence
when USB initiates suspend with remote wake-up.
In accordance with USB-GSI driver, changing this behavior
to use suspend sequence in both of the cases. This is to
overcome some USB H/W malfunction when using disconnect
sequence in case of suspend scenario.

Free the skb if packet is not sent to ipa hw
successfully other than TX_BUSY error cases to avoid
memory leak.

Stop GSI channel for IPA producer endpoint includes
sending IPA DMA_TASK immediate command to IPA.
If the IPA DL group is in HOLB state, the DMA_TASK
will not be processed and ACK on it will not be sent to
the driver. In this case, ACK is redundant as the DL
data will release the IPA TX and GSI STOP indication
will be sent to S/W.

On device bootup, ipa3_usb_init tried to access
IPA3's ipc_logbuf which is not initialized yet.
Therefore seeing those benign prints as "IPA HW
is not supported on this target". The fix is to
not access IPA3's ipc_logbuf on bootup and also
add debug print on ipa_api.c to see which entity
calling IPA3's API before ipa3-driver is probed.

modem but still uses invalid qmi-handler to send QMI-msg
to modem which leads to crash. The fix is to add the
check before sending QMI msg to modem.
