Here is an attempt is generalise this infrastructure by extending it to x86 and x86_64 archs. This allows it to enable interrupts while spinning, which could be particularly helpful when spinning becomes blocking. This patch splits out the core paravirt spinlocks and the Xen spinlocks into separate files which can be compiled without -pg. Also do xen/time.c while we're about it.
